QPR have had another offer for Danny Ward rejected by Rotherham.
The Millers recently rejected £1.2m bid from Rangers for the 25-year-old forward and have now turned down an offer of £1.5m.
Ward, 25, has scored 10 goals for Rotherham this season and a number of Championship clubs are showing an interest in signing him.
He began his career at Bolton and had a four-year spell at Huddersfield before joining Rotherham in 2015, initially on loan. He scored four goals for the Millers last season.
Rangers, who recently sold Sebastian Polter, are keen to sign at least a couple of forwards during this month’s transfer window.
They have offered Bristol City £250,000 for winger Freeman, whose contract expires at the end of the season, when he would be able to leave Ashton Gate on a Bosman free transfer unless he signs a new deal.
Rangers will look to sign Freeman, 24, on a pre-contract agreement if the Robins, who have rejected the bid, refuse to sell. Talks between the two clubs are ongoing.
QPR are also interested in Manchester United midfielder Sean Goss.
