The transfer window closes on 9 August but EFL clubs can make loan signings up until the 31st.
Rangers are looking to tie up deal to sign Australia centre-back Trent Sainsbury and are also keen to bring in at least one striker.
McClaren says the QPR hierarchy have told him new players will be brought in.
“We want to bring players in, they’ve said that’s OK,” he said.
“We’ve got to work within a certain budget, but we’ll do that.”
The Rangers manager also believes a return to fitness for Grant Hall would be as good as a new signing.
Hall, who missed most of last season with a knee injury, is due to return to action in a behind-closed-doors game against Swindon on Tuesday.
McClaren said: “I think we just need to add two or three quality players, of which one I hope will be Grant Hall.
“He would be like a new signing if he does come in.”
