Jimmy Floyd Hasselbaink has insisted that QPR must be prepared to bide their time in the transfer market.
Rangers hoped to have a new striker on board by this stage of the summer and are looking to sign at least one winger before the season begins.
But manager Hasselbaink says he and director of football Les Ferdinand are determined to add to the squad without overpaying.
“We are doing our best. If you see what we are trying to do, you see that we are trying to form the team,” he explained.
“If it was up to me and Les all the players we want to bring in would already be in and would have had a full pre-season with us, because that is the best thing to do for everybody.
“But it doesn’t work like that, especially in England. You have to wait and try to get your targets for the right price.
“You don’t want to overpay. We have done that in the past and it hasn’t worked.
“We are also going in a direction where we want to develop younger players and want hungry players who want to play for QPR.”
The Dutchman added: “We want the right characters – the right individuals that fit into that family. That’s not easy.
“But we are trying and hopefully there is a few more coming. We are a little bit thin in certain areas.
“We have to be patient and do business in the right way and in the best way for the club.”
QPR’s top target was France Under-21 international Sehrou Guirassy.
However, talks with Lille did not progress and Guirassy, 20, has agreed a move from the Ligue 1 club to FC Cologne.
Rangers also want Metz winger Yeni Ngbakoto but have had bids rejected, and recent family issues mean it is currently unclear whether the 24-year-old would be prepared to move to England even if a fee can be agreed.
They are interested too in 25-year-old Australia wide-man Matthew Leckie, who plays for German club Ingolstadt, while a potential deal to sign Cardiff City’s Anthony Pilkington has also been discussed.
