Fulham were knocked out of the Carabao Cup by League One side Rovers.
Pirates striker Ellis Harrison latched on to a Liam Sercombe through-ball and rounded Whites keeper Marcus Bettinelli to finish on 13 minutes.
Academy players Steven Sessegnon, Tayo Edun and Matt O’Riley all made rare starts but had little impact on the game as Fulham failed to make it past the second round for the first time since 2012-13.
And Liverpool loanee Sheyi Ojo made his debut as one of 11 changes from the side beaten at home by Sheffield Wednesday in the Championship.
Slavisa Jokanovic’s side looked disjointed in the opening half and could have been 2-0 behind at the break had it not been for Bettinelli’s fine save to deny Tom Lockyer from close range.
Ojo looked lively and had a number of efforts on target from distance before orchestrating the Whites’ best chance to equalise deep into stoppage time.
He beat several players before playing in Neeskens Kebano, whose cross found new striker Aboubakar Kamara but he could not steer his header home.
