Reports in his native Belgium claim the 19-year-old is unhappy at a lack of first-team football and that United may make a £10.6m offer for the midfielder.
Ruben Loftus-Cheek is also reportedly unsettled at Stamford Bridge after playing just 62 minutes in the Premier League this season.
The Times claims the England Under-21 midfielder may ask to go out on loan in January to get more football.
Meanwhile, Juventus are apparently ready to revive their interest in Chelsea playmaker Oscar.
Reports in Italy suggest Juve will meet with the Blues to negotiate a permanent deal for the on-loan Juan Cuadrado, but may want to include Oscar as well.

The Evening Standard, picking up on reports in Portugal, claims 18-year-old winger Guedes is the primary focus, despite a rumoured £42m release clause in his contract.
Chelsea and West Ham are said to be interested in 17-year-old Okonkwo, who impressed with his performance in the semi-final of the Under-17 World Cup.
The Nigerian media are claiming representatives of the two clubs will meet with Okonkwo’s mother and his club, St Thomas FC, on Wednesday to discuss terms.
