Blues youngsters Tammy Abraham and Fikayo Tomori also featured in the Cyrille Regis International at Wolves’ Molinuex ground, where Fulham’s Ryan Sessegnon was an unused substitute.
After Leicester’s Demarai Gray had given England an early lead, defender Clarke-Salter, who is currently on loan at Sunderland, headed home with 17 minutes remaining.
Romania pulled a goal back shortly afterwards but England held out for the win.
The fixture was named in honour of former West Brom and Coventry striker Regis.
Regis, who was raised in Harlesden, began his career at Hayes and played five times for England, recently passed away at the age of 59.
Meanwhile, Chelsea’s Mason Mount scored twice for England Under-19s as they beat Latvia 3-0 in European Championship qualifier.
