Blues boss Antonio Conte wants to sign a target man during this month’s transfer window.
Andy Carroll, who was lined up for a possible move from West Ham, has been sidelined by an ankle injury.
Chelsea have also expressed interest in Stoke’s former QPR striker Peter Crouch and Roma’s Edin Dzeko.
They will allow Michy Batshuayi to leave on loan if they bring in a new centre-forward.
Barnes, 28, has made 109 league appearances, scoring 17 goals, for Burnley since being signed from Brighton four years ago.
