Brentford endured a frustrating end to 2012 but did extend their unbeaten league run to 10 matches.
Marcelo Trotta produced the game’s brightest moment when he forced a fine second-half save from Shrewsbury keeper Chris Weale.
Jon Taylor went closest for the home side when his shot was cleared off the line.
The Bees were kept at bay during a cagey first half by a disciplined Shrews defence.
Clear-cut chances were few and far between, with the best coming late in the half. Trotta fired wide while Shrews’ Connor Goldson smashed a shot inches past the post.
Shortly after Trotta had been denied by Weale, he was replaced by Harry Forrester, as Bees boss Uwe Rosler pressed for a winner.
But defences remained on top and the Bees had to settle for a goalless draw as they missed out on a chance to make up ground on the League One front-runners.
